The House of Soviets stands inside the Nizhny Novgorod Kremlin on the site where the Transfiguration Cathedral stood until 1929. The cathedral was demolished specifically to make room for the new administrative building. So this is not just a block with offices for the administration and city duma: the very position of the building shows a sharp change in the purpose of the site — from a church center to Soviet city governance.

The building was constructed in 1929–1931 according to a design by Alexander Grinberg. In the original text, it is described as one of the vivid examples of Constructivism in the city and the country, as well as the second House of Soviets in the country. This fact changes the way one sees the block: before your eyes is not an ordinary institution, but an early attempt by the new authorities to establish themselves in the historic center through architecture that was modern for its time.

The original text gives few descriptions of exterior details, so it is better to keep the focus on verifiable things: the location, function, and connections of the building with its surroundings. It is worth noting that the block is located specifically inside the kremlin, not on a separate administrative square. This heightens the contrast with the former Transfiguration Cathedral, for whose sake the site was no longer preserved. One can compare the building’s current function with its Constructivist character: the city administration and city duma are housed in a structure created as a new type of Soviet institution. Another important detail is the orientation of the rooms: most of them offer views of the Volga and the Kremlin Governor’s Garden. Even without access inside, this fact helps one understand that the building is connected not only with the kremlin territory, but also with the river landscape around it.
