The main Itamaraty building was designed as the ceremonial part of Brazil’s Ministry of Foreign Affairs: it is lower than the annexes, has a square plan, and is intended for protocol functions. As a result, the palace is read not as a single office volume, but as a complex with divided roles: representation is placed in the low main building, while everyday work takes place in the taller annex.

Its second name, the “palace of arches,” explains what to look at first. Along the outer perimeter run columns with perfectly shaped arches. This repeating line turns a concrete administrative building into a recognizable image: the strict state function here is expressed not by a massive wall, but by the rhythm of open spans.

What to Notice First

It makes sense to compare three elements: the low square volume of the main building, the taller annex, and the large pool of water in the lower part of the complex. This comparison shows how ceremonial and working functions are separated within one ensemble, while the water emphasizes the horizontal line of the main building.

In the details, the important elements are the arches around the perimeter, the free span, the spiral staircase, and the column-free hall measuring 2,800 square meters. All these elements are connected by one idea: the space should be supported by engineering structure, yet look open. Even the material reinforces this contrast: the main building was constructed primarily from concrete, but it is remembered not as a heavy block, but as a row of finely calculated arches.
